
As the department IT Manager and Performance Management project manager, I have implemented process improvement changes in both the Trades and Engineering Bureau and the Finance and Administration Bureau.
In this capacity, I provide direction for the development and implementation of improvement systems by understanding process inadequacies and opportunities for improvement, and creatively applying technical solutions with measurable results
I served as the change agent in the organization by driving the required cultural transformation and the adoption of successful process improvement and by diagnosing barriers to project success and facilitating resolution.
I managed and trackd projects, managed risk, and provided cross-functional team leadership, ensuring timely completion with successful results. I evaluated processes and troubleshooted to isolate the cause(s) of process performance gaps or organizational needs and work with team members to ensure project alignment with business objectives. This included analysis of such problem areas as organization, personnel and information systems utilization, forms design and functions, procedures, and policies to determine needed modifications or improvements.
Through the use of analytical techniques such as flow charts, surveys, process mapping, and analyses to eliminate duplication, I identify solutions that will facilitate improved workflow and assure optimum utilization of staff.

ACCOMPLISHMENTS:
I created and instituted a proactive work order prioritization web site that enhanced work order and employee productivity management and improved the on-time completion rates for work orders from 83% to 99% in just 3 months.
I also managed the decentralization of the data entry of procurement orders, and trained employees on the new process. This involved the implementation of automated workflows in Oracle Financials that reduced invoice processing time from 101 days to 49 days in 2 months.
In this position, I set the direction, priorities, objectives and goals for the enhancement, growth and continuous improvement of information technology services provided by the MIS division of the Department. Working closely with executive level management, I directed the development of information processing solutions that supported strategic and operational objectives. I also consulted with functional unit managers to identify opportunities to solve business problems through the use of proven information delivery processes and technologies.
I advised executive level management and division directors in decision making as to how best to utilize scarce and expensive information technology resources. I analyzed organizational capabilities and needs and developed a strategy to drive improvements in efficiency, end-user focus, responsiveness and results. The goal was to help the Department improve the effectiveness, efficiency and alignment of its various divisions with respect to technology, processes and business strategies.
I was responsible for providing a stable, efficient and cost-effective working environment with respect to the use of information technology while positioning the Department to be able to participate in emerging City sponsored initiatives that could impact the Departments business model or enhance the manner in which the Department achieved its objectives. I communicated the Departments information technology requirements to the Department of Business and Information Services and other City, State and/or Federal agencies as required in order to provide the Department with access to the appropriate information technology solutions at the least possible cost.
I participated both strategically and tactically in information technology proposal development. I provided technical input at the project proposal development stage and then worked closely with the functional units to insure that the proposed solution met the units needs and was in line with the goals for the project.
As needed, I assisted in code writing, system acceptance testing and database administration for our Oracle database systems and the front-end Java/Java Server Pages applications accessed by CDHS staff and delegate agencies.
I prepared annual information technology budget forecasts for executive level management for ultimate submission to the Department of Business and Information Services and maintained an on-going record of costs associated with information technology for hardware, software and services.
I applied the personnel resources of the MIS division to meet the information technology goals of the Department by assigning division personnel to various projects and tasks, directing their activities, and evaluating work progress. I completed periodic Performance Management System evaluations for division employees. I developed the evaluation criteria for each position, rated the employees with respect to each of the criteria, and met individually with each employee to discuss his/her evaluation.
ACCOMPLISHMENTS:
I implemented the Child Care Management Information System, which is an Oracle/Java J2EE compliant Internet based database system used by Department staff and Delegate Agencies to determine eligibility for Child Care families and children and allow the Delegate Agencies to voucher for reimbursement. This system reduced the voucher processing time from an average of 17 days down to just 2 days. With the pending electronic interface to the City financial system and the planned implementation of electronic signatures for the vouchers, I hoped to realize next day payments for the Delegate Agencies.
I developed PC based relational database management applications using Paradox and dBase. In a WANG minicomputer environment, I created database systems using PACE.
I functioned as system operator on a WANG VS-65 minicomputer performing regular backups of critical data, retrieval of lost files, recovery from system crashes and security administration tasks.
In an IBM/MVS mainframe environment, I developed data entry systems using SAS FSEDIT and TSO Command Lists. I also developed reports using Mark IV, SAS and RAMIS.
Dominoies ScoreBoard app can keep track of players' round scores and total games won for double - twelve Mexican Train dominoes. The app allows each player to count their remaining tiles after each round by tapping domino images on the screen. Each player's round score is announced using the Text-to-Speech feature. The app can record scores for up to 8 players. Game limits of 0 to 1000 in increments of 50 can be selected. Player groups can be added / modified / deleted. The player group used in the last session is remembered so you don't have to pick the players each time you use the app. The app allows for customizing the domino tiles dot colors, and using the custom color scheme as the default.
